So yes they can refuse, but it will not help.....them anyway. You will likely be overjoyed if they refuse. Not only do you win, but they'll be cited for contempt!

If it was ordered and refused, that is contempt of court. Jail or heavy fine would be involved. Then it would be ordered again. If refused, the same. Over and over until it is done to the courts satisfaction.
